1. More SROs. In most elementary schools they rove, so there is always a gap in coverage at those school even in well staffed SRO programs.
2. Schools need to hardened like federal government installations. That means limited and controlled points (usually a single point) of entry that are always manned by armed security. Once in the Admin area, there needs to be secondary, controlled, entry points into any area of the school students are, which are controlled by RFD transmitters or bio scans. Our politicians have no problem finding funding to secure their buildings; our kids should have priority.
3. Arm and train any teachers that want to be armed. Pay them extra for the responsibility. And have a mandatory minimum of armed staff based on student population at a school. Have them train with LE in the same way we train, which is gathering a hunter-killer team that’s only goal is to kill the suspect and don’t stop until the suspect has been neutralized.
4. Better train teachers in emergency procedures. That means more than once, for only an hour, at the beginning of the school year. Make is per quarter or semester and make it four or more hours per training. We expect our flight attendants to also provide safety like teachers and they go through much more extensive training. Have we had more plane crashes or school shootings in the US this year? Squeaky wheel should get the grease.
5. Mandatory involuntary committals for at least a 48 hour period for any juvenile that has been identified by school staff, law enforcement or mental health professionals as presenting threatening behavior. This is followed up with a mandatory two week suspension from the school.
5b. Every school has a not staff position, who’s only role is to actively monitor social media of their students, which includes each school district operating any one of the automated social media scraping tools where search parameters can be set up and each staffer would be responsible for reviewing anything flagged each morning. This is similar to what LE does now with automated child pornography tools that are very effective.
6. Designated safe rooms in school that have harden walls and doors. This would be a number classrooms kicks would lockdown in, as opposed to the current lockdown method were a simple door kick give a suspect a room full of sitting ducks. Just like cockpits.
7. Apply the felony murder rule to the legal guardians of these kids. If a juvenile uses a firearm found within the home or a firearm known by the guardians to be possessed by the juvie, the guardian gets charged with the murders of all victims. Let’s see if we have more responsible gun ownership between parents and kids.
8. All murders on campus are automatically death penalty cases if the shooter meets the age limits of the respective state for mental culpability.

Most of these provisions have been recommended by the Association of Chiefs of Police multiple times over the years. For three years I pushed for many of them for the Scottsdale School District. I got pushback on each and every one by principals, school staff, my agency, prosecutors . . . and mostly parents . . . who did not want their school turned into “armed prisons”, which is a theme I heard a hundred times. Since 2006 when I left the SRO program, not one has been instituted in Scottsdale.
